Hawaii Lemon Law Complaint Form

The Hawaii Lemon Law does give consumers protection if they have purchased or leased a new vehicle that falls within the definition of being a lemon. The State of Hawaii Department of Commerce and Consumer Affairs Regulated Industries Complain Office will receive requests by consumers hoping to avoid pursuing costly legal action in seeking a fair and favorable outcome.

How To File

Step 1 – Go to the Hawaii Department of Commerce and Consumer Affairs Regulated Industries Complaints Office homepage – https://cca.hawaii.gov/rico. Locate the link on the right of the page labeled ‘SCAP-Lemon Law‘ and select it.

Step 2 – The SCAP Lemon Law page will have a wealth of information, including a downloadable handbook. In order to download a sample letter of what must be sent to the manufacturer (and copied to the RICO’s SCAP) and the form required to file a complaint/request arbitration, select the link labeled ‘Consumer Forms‘.

Step 3 – The consumer visiting should complete the Lemon Law Checklist and Issue a Letter to the Manufacturer. There will be Adobe PDF’s on this page for both of these tasks. To submit a complaint download the Demand for Arbitration.
